I have been a civil litigator for over 40 years. I represented the public for 12 years as a civil prosecutor with the Federal Trade Commission (FTC) in Washington, D.C. I litigated consumer protection cases in various federal districts and won awards for excellence and dedication.

I then engaged in private practice at law firms and as a sole practitioner in the Miami and Washington, D.C., areas, representing individuals and business entities in a wide variety of lawsuits. Skilled Representation For Individuals And Corporations

I am currently located in Bethesda, Maryland, a growing business center just beyond the Washington, D.C., city line. I am licensed to practice in Maryland, the District of Columbia, and Florida, and have also appeared in courts in other states. I travel periodically to and work in southern Florida, where I also serve as Of Counsel to a South Florida law firm.

The bulk of my work, both in government and the private sector, has been complex commercial litigation. I have represented both corporate and individual plaintiffs and defendants, and have litigated against both federal and state government agencies. In doing so, I have appeared in federal and state trial courts, federal and state agency proceedings, and federal appellate courts.

I have a particular interest in deceptive and unfair trade practice law claims, at both the federal and state levels. This interest derives initially from my work at the FTC in Washington, D.C. These laws apply to a great many commercial, business, and consumer disputes.

Published And Court Cited

I have published numerous articles about such claims, and have been invited to lecture about them. Some have been cited in judicial opinions. Please take a look at them at your convenience. In recognition of these publications, I was appointed for a term as chairman of the Editorial Board of The Florida Bar Journal. Lawyers in other jurisdictions have retained me as a consultant in dealing with these issues and with the FTC.

I was also selected by the American Bar Association’s Antitrust Law Section to prepare the Maryland state law sections of the 2013 Review of Consumer Protection Law Developments and 2016 Second Edition of Consumer Protection Law Developments.

Service Philosophy

As a sole practitioner, I seek to provide my commercial and business clients with a broad base of experience and the personal, cost-effective attention needed to handle their legal matters. If a client wants to retain me but also believes a matter requires additional resources, I am always open to working as co-counsel with other lawyers approved by the client.

I have also represented individuals in matters including discrimination, financial fraud and negligence. These cases can also become complex, involving analysis of scientific and statistical evidence.

In my view, one of the key assets a litigator can bring to any client and case is a well-honed judgment based on a broad substantive and procedural experience. This judgment includes an ability to ascertain, acquire and understand relevant facts; a realistic evaluation of the strengths and weaknesses of a client’s case, based on a review of those facts and an application of all relevant statutory and common law; intelligent selection from among the procedural options available to the client; and an objective assessment of how the opposing parties, whether individuals, corporations, or government agencies, will approach the case.

Judgment must be complemented by an equal ability to present the merits of my client’s case forcefully and persuasively, both orally and in writing, to opposing counsel, courts, and juries. Tenacity and perseverance are additional attributes that define a litigator. At the Federal Trade Commission (FTC), I was formally recognized for tireless dedication and sustained excellent performance in my investigations and civil prosecutions.
